The U.S. has reiterated the conditions for transferring wartime operational control to South Korea.
The U.S. administration has reaffirmed its position on the transfer of wartime operational control (OPCON) to South Korea, stating that it will occur only when specific conditions are met. This statement comes as South Korea seeks to establish a target year for the handover.
An official from the U.S. administration emphasized that the transfer is crucial for ensuring the safety and security of both South Korean citizens and U.S. forces stationed in the region. This declaration was made in response to inquiries regarding comments from South Korean Defense Minister Kang Shin-chul, who indicated that discussions are underway to finalize a timeline for the OPCON transfer.
During a recent parliamentary session, Minister Kang noted that both nations are closely coordinating to complete the full operational capability (FOC) certification, which is a prerequisite for the transfer. He expressed optimism about setting a target year for South Korea to regain wartime OPCON from the U.S.
Despite South Korea's eagerness to expedite the process, the U.S. has adopted a cautious approach, highlighting the need for careful consideration of the current security landscape. U.S. Forces Korea Commander General Xavier Brunson remarked that the conditions surrounding the transfer have evolved, which has led to some tension in the discussions.
The defense ministers from both countries are expected to convene in Washington in December to further address the OPCON transfer and other alliance-related security matters. This meeting will likely play a significant role in shaping the future of U.S.-South Korea military relations.
