The U.S. Treasury aims to prevent adversaries from developing military capabilities through tech investments.

The U.S. Treasury Department has announced a proposal to broaden restrictions on American investments in sensitive technologies to include North Korea. This move arises from ongoing concerns regarding North Korea's missile threats and their implications for regional security.

The proposed regulations, which will be published in the Federal Register, aim to expand the existing Outbound Investment Security Program. Currently, this program covers countries such as China, Hong Kong, and Macau, but the new proposal seeks to add North Korea, Russia, Iran, and Cuba to the list.

Treasury Secretary Scott Bessent stated, "The proposed regulations would strengthen the existing Outbound Investment Security Program to prevent our adversaries from using U.S. investment to develop critical technologies that threaten U.S. national security." The regulations will cover key technology sectors, including semiconductors, artificial intelligence, and quantum information technologies.

Public comments on the proposal will be accepted until December 7, after which final rules are expected to be issued. This initiative is part of a broader strategy to safeguard U.S. national security by limiting foreign access to sensitive technologies.
